Senator Portman - Rob’s Rundown: Week of April 23-27, 2018

This week, Senator Portman delivered remarks on the Senate floor urging the chamber to confirm Director Mike Pompeo as Secretary of State, and voted to confirm him on Thursday.  In addition, he delivered remarks on the opioid crisis gripping Ohio, calling on the Senate to pass two bipartisan bills he’s authored that would address the crisis.  He also attended two events in Cincinnati with community leaders who are making a difference in helping to combat this epidemic.  As the Chairman of the Permanent Subcommittee on Investigations (PSI), he convened a hearing to examine efforts by the U.S. Department of Health and Human Services (HHS) and the U.S. Department of Homeland Security (DHS) to protect unaccompanied minors from human trafficking and other forms of abuse. This hearing followed up on PSI’s hearing on January 28, 2016 at which the Subcommittee released a report detailing how HHS placed eight children with human traffickers who placed the children in forced labor on an egg farm in Marion, Ohio.

Portman Victory on SESTA Underscores Commitment to Combat Human Trafficking
The enactment of Senator Portman’s bipartisan Stop Enabling Sex Traffickers Act (SESTA) was a big victory for trafficking victims and survivors who for too long have been denied the opportunity to get the justice they deserve.  The measure was the culmination of a three-year effort – which included a victory at the Supreme Court – to hold accountable Backpage.com and other websites that knowingly facilitate online sex trafficking of women and children.  The nearly two-year investigation by Portman’s Permanent Subcommittee on Investigations (PSI) culminated in a stunning report which detailed how Backpage facilitated criminal sex trafficking and then covered up evidence of these crimes in order to increase its own profits. 
The Cincinnati Enquirer editorial board praised Portman’s work on the measure, saying: 
“Passage of the law is a big and hard fought victory for Portman and for the victims and survivors of online sex trafficking.”
As founder and co-chair of the Senate Caucus to End Human Trafficking, Portman has a long recordof delivering results in the effort to fight this horrific crime. He has authored six federal anti-trafficking laws signed by Presidents Obama and Trump, each designed to make a real difference in better serving victims and helping law enforcement to combat this horrific crime. Here are the six laws: 
  • Stop Enabling Sex Traffickers Act (SESTA; enacted in April 2018) is designed to help deliver justice to victims of sex trafficking and ensure that websites that knowingly facilitate sex trafficking can be held liable and brought to justice.
  • Bringing Missing Children Home Act (enacted May 2015) requires law enforcement to include a photograph in every missing child report, and update the records of missing children with other information relevant to the investigation within 30 days (previously 60 days).
  • Child Sex Trafficking Data and Response Act (enacted May 2015) requires law enforcement and child welfare workers to notify the National Center for Missing and Exploited Children immediately when a child goes missing from care. It also amends the Child Abuse Prevention and Treatment Act (CAPTA) to ensure that child victims of sex trafficking are considered victims of child abuse, not criminals. CAPTA state plans must also contain provisions and procedures requiring identification and assessment of all reports involving children known or suspected to be victims of sex trafficking, training for child protective services workers to identify and provide comprehensive services for victims, and a description of efforts to coordinate with state law enforcement, juvenile justice, and social service agencies such as runaway and homeless youth shelters.

This week, President Trump and First Lady Melania Trump welcomed French President Emmanuel Macron and his wife Brigitte to the White House, marking the first official State Visit of the Trump Presidency. During the visit, President Trump led bilateral meetings with President Macron and the French delegation to address issues of major importance, including Syria, the Iran nuclear deal, and trade between our two countries.

This week, the Democrats tried to block the nomination of Mike Pompeo as the Secretary of State in the Senate Foreign Relations Committee. Fortunately, the committee ultimately approved the measure to move on for a vote in the full Senate. Later in the week, the Senate voted and confirmed this important nomination of our top diplomat. President Trump, however, is condemning obstructionist Democrats for slow-walking his nominations of highly qualified candidates for sensitive positions in his administration. The President hopes for new measures in the near future to clear this unprecedented and partisan-driven backlog of his nominations in the U.S. Senate.

Sexual Assault Aboard Aircraft - Raising Awareness About a Serious Federal Crime

April is Sexual Assault Awareness Month, and the FBI is taking that opportunity to alert the public about a serious federal crime that is on the rise: sexual assault aboard aircraft.

Compared to the tens of millions of U.S. citizens who fly each year, the number of in-flight sexual assault victims is relatively small, “but even one victim is unacceptable,” said FBI Special Agent David Gates, who is based at Los Angeles International Airport (LAX) and regularly investigates these cases. “We are seeing more reports of in-flight sexual assault than ever before,” he said.

Sexual assault aboard aircraft—which usually takes the form of unwanted touching—is a felony that can land offenders in prison. Typically, men are the perpetrators, and women and unaccompanied minors are the victims. “But at LAX,” Gates said, “we have seen every combination of victim and perpetrator.”

In fiscal year 2014, 38 cases of in-flight sexual assault were reported to the FBI. In the last fiscal year, that number increased to 63 reported cases. “It’s safe to say that many incidents occur that are not reported,” said Gates, one of the FBI’s many airport liaison agents assigned to the nearly 450 U.S. aviation facilities that have passenger screening operations regulated by the Transportation Security Administration (TSA). In larger airports such as LAX, multi-agency task forces are on location to investigate a variety of criminal and national security matters, from sexual assaults to terrorism and espionage.

With its partners, the FBI continues its efforts to eradicate predators from communities and to keep children safe. Ready response teams are stationed across the country to quickly respond to abductions. The Bureau offers a full array of forensic tools such as DNA, trace evidence, impression evidence, and digital forensics. And through improved communications, law enforcement also has the ability to quickly share information with partners throughout the world.

The FBI also has several programs in place to educate both parents and children about the dangers posed by predators—in person and online—and to recover missing and endangered children should they be taken. Through the Child Abduction Rapid Deployment Teams, Innocence Lost National Initiative, Innocent Images National Initiative, annual Operation Cross Country, Office for Victim Assistance, Child Exploitation Task Forces, and numerous community outreach initiatives, the FBI and law enforcement partners are working to keep the most vulnerable among us safe and secure.

Your Voice Ohio - Addiction Doesn’t Discriminate: Community Conversations in Central Ohio

Community Conversations in Central Ohio

Over the last week, journalists from the Columbus Dispatch, Newark Advocate, Marion Star, and WBNS-10TV met with over 200 community members in Columbus, Marion, and Newark to discuss the causes and possible solutions to the addiction crisis. In our past events, we’ve asked people how they’re experiencing the opioid epidemic. But we repeatedly heard the problem is much broader: Ohio isn’t just struggling with opioids, but addiction in general.

Attendees agreed in all three discussions that addiction affects every demographic in society, and nobody is exempt. One participant, Catina Pitzen, said she hoped that by stepping up and sharing her story, others would be more willing to speak out and ask for help. She told the Marion Star, "Recovery doesn’t have a face or a name. It looks like anybody and everybody."

Among the proposed solutions were more immediate and accessible treatment and detox programs, the decriminalization of certain drug-possession offenses, faith-based recovery, more reporting on success stories, and better mental health education. 6 Ohio Men Charged with Conspiring to Bring Drugs into Prison

CINCINNATI – A federal grand jury has charged six individuals in a narcotics conspiracy involving the alleged smuggling of narcotics into an Ohio prison.

Benjamin C. Glassman, United States Attorney for the Southern District of Ohio, Angela L. Byers, Special Agent in Charge, Federal Bureau of Investigation (FBI), Cincinnati Division, Ohio Attorney General Mike DeWine and Warren County Sheriff Larry L. Sims announced the charges.

Each defendant is charged with one count of conspiring to possess with intent to distribute narcotics, a crime punishable by up to 20 years in prison. Those charged include:

The Supreme Court heard arguments yesterday about President Trump’s proclamation to limit travel from countries that pose an elevated threat to the United States from terrorism. “This proclamation is about what it says it’s about: foreign policy and national security,” Solicitor General Noel J. Francisco told the justices. 

President Trump’s actions will strengthen America’s screening and vetting. Last September, the President placed entry restrictions on nationals from certain countries. The proclamation followed an extensive review that determined some countries were not adequately sharing information about their residents with the United States, or they presented other risk factors relevant to national security. 

The President’s top priority is the safety of the American people. Sensible entry restrictions advance that priority. In fact, following President Trump’s actions, other countries have adopted new security measures that strengthen our ability to properly vet individuals seeking to enter the United States.
